The Commentary about the page 149 was chosen at random on or about the specified time in Hawaii. It was "it seems this is what we are up against." This very random event, made on the spot to produce produce ideas, was for myself to acknowledge an education as BA in political science at the University of Hawaii. An enthusiasm for Future Studies marked those years along with other active points of participation.

The above unfortunate if you will, page 148 makes sense in the overall ambiance of those times as being a cue for the phrase "impotent and obsolete." Apart from the psychological warfare during those days, it appears inappropriate.

I cannot say for certain these two pages constitute a "briefing from the National Science Foundation," cited in Time Magazine and other sources about SDI. Nonetheless the gist of the entire article matters, especially as addressing the force structure issues.
